Workforce Transition Services
Workforce transition services: when your workforce needs to change hands, we handle the handoff.
Workforce Transition is a managed handover of workers between employers of record: rebadging from an exiting vendor, converting a 1099 population to W-2, consolidating suppliers, or post-acquisition workforce integration. ApTask reconciles the roster, opens payroll accounts where needed and moves workers with zero gap between offboarding and onboarding, typically in 4-6 weeks plus 30 days of stabilization.
What it is
What is workforce transition?
Workforce Transition covers rebadging from a prior vendor, converting a 1099 population to W-2, consolidating vendors, and integrating a workforce after an acquisition. ApTask runs discovery, opens new payroll accounts where needed, and moves workers onto our payroll with zero gap between offboarding and onboarding.
Which transition scenarios does ApTask run?
| Scenario | Trigger | Typical timeline |
|---|---|---|
| Rebadging | The incumbent staffing vendor is exiting the account | 4–6 weeks to transition day plus 30 days of stabilization for 50–200 workers on well-documented rosters |
| 1099-to-W-2 conversion | An acquisition brings in a 1099 population that needs compliant W-2 payroll | Same written project plan; each worker gets a written take-home comparison during onboarding |
| Vendor consolidation | A long supplier list is being cut to a smaller preferred set | A written project plan with weekly milestones and a designated transition PM |
| Post-M&A integration | An acquired team needs an employer-of-record relationship stood up on a deadline | New state accounts are opened during discovery, typically with two to four weeks of lead time |
| Large or multi-state populations | 500 or more workers, multi-state workforces, or transitions requiring new SUI accounts | 8–12 weeks |
Who it’s for
When do you need workforce transition support?
- Companies whose incumbent staffing vendor is exiting the account and needs a fast, clean handoff.
- Legal and HR teams that inherited a 1099 population through an acquisition and need it converted to compliant W-2 payroll.
- Procurement teams consolidating a long supplier list down to a smaller preferred set.
- Post-close integration leads who need an employer-of-record relationship stood up on a deadline.
How it works
How does a workforce transition work?
- 01
Discovery & design (weeks −4 to −1)
Roster reconciliation with the outgoing vendor or your internal HR, compensation, tenure and benefit-tier mapping, state-tax nexus and right-to-work reverification planning, and a communication plan drafted with your HR and legal teams before any worker is contacted.
- 02
Transition day (week 0)
New W-2 offer letters go out and the benefits enrollment window opens — medical, dental, vision, 401(k), commuter, and state-mandated paid sick leave. Onboarding completes in parallel so no work-authorization gap opens, and access credentials are rebadged with your IT and security teams.
- 03
Stabilization (weeks 1–4)
Weekly transition check-ins with your program owner, validated timesheets, payroll, and expense reporting, an escalation channel for individual worker issues, and a day-30 audit confirming continuity across pay cycles, benefits, and access.
- 04
Steady state
A dedicated ApTask account manager as your single point of contact, with monthly reporting on headcount, spend, and any transition-driven issues, and VMS integration through Fieldglass, Beeline, Workday VNDLY, or Coupa depending on your program.

Frequently asked questions
What is workforce transition staffing?
It is a managed handover of workers between employers of record — rebadging from a prior vendor, converting 1099 contractors to W-2, consolidating suppliers, or integrating a workforce after an acquisition — without a gap in pay or work.
When do companies need workforce transition support?
When an incumbent staffing vendor is exiting an account, when an acquisition brings in a 1099 population that needs to convert to W-2, or when a company is consolidating a long vendor list into fewer preferred suppliers.
Does ApTask help redeploy displaced talent?
Workforce Transition focuses on moving an existing, working population between employers of record with continuity of pay and benefits — the goal is zero disruption to the worker and the project, not a new placement search.
Will my workers keep their benefits during the transition?
Every worker moved onto ApTask’s payroll becomes eligible for our benefits package — medical, dental, vision, 401(k), and state-mandated leave — from the earliest date plan terms allow. Where the outgoing employer’s plan design differs materially, we identify the gap during discovery and design the offer to minimize disruption. Benefits, eligibility, and coverage are subject to plan terms and applicable law.
Can ApTask handle a transition that spans multiple US states?
Yes. Where a transition brings workers into a state where we don’t yet have an account, we open it during the discovery window, typically with two to four weeks of lead time, so there is no delay on transition day. For international workers, we work through partner-of-record arrangements in the countries where our program applies.
How long does a workforce transition typically take?
A straightforward rebadging of 50–200 workers on well-documented rosters runs 4–6 weeks from kickoff to transition day, plus 30 days of stabilization. Larger populations of 500 or more, multi-state workforces, or transitions requiring new SUI accounts stretch to 8–12 weeks. Every engagement gets a written project plan with weekly milestones and a designated transition PM.
Does workforce transition count toward supplier-diversity spend?
Yes. ApTask is an NMSDC-certified Minority Business Enterprise, and every dollar of bill rate flowing through us from the day the transition completes counts against your Tier-1 diverse-spend targets.
What happens to non-compete or non-solicit agreements the workers signed?
Our legal team reviews the existing agreements during discovery. In most cases, standard non-compete language does not restrict a worker from continuing the same work for the same client under a new employer. Where the outgoing employer’s contract has unusually broad language, we flag it and coordinate with your legal team before offer letters go out.
Are there tax implications for the workers themselves?
For workers moving from a 1099 relationship to W-2 with ApTask, yes: we withhold federal, state, and local income tax, pay the employer half of FICA and Medicare, and provide year-end W-2 documentation. Workers typically see a lower take-home rate on paper but gain benefits, unemployment eligibility, and workers’ comp coverage — we provide a written comparison during onboarding.
